Site-flavored custom Google search on front page

On the front page is a Google search box. It does not search this site but the box at the upper right of the front page does. So what about this Google search?

It is an experimental, customized search of the web that is "flavored" for the interests covered by this site. The Google page on this topic goes into more detail. The "flavoring" is done by telling Google to add a bias toward the following topics:

Internet
Security
Software
Technology
Crime
Government
Law
Philosophy
Texas

Therefore, if I understand it correctly, if you do a search, for example, on the term "search warrant" (w/o the quotes) Google would give a higher result precedence to results that also have the term "Texas" in it.
